After the fall and death of the long-time ruler muammar al-gaddafi in 2011, a civil war broke out in libya involving numerous militias. The powerful general chalifa haftar fights the internationally recognized government of fajis al-sarraqh. His self-styled libyan national army (LNA) launched an offensive last year on the capital tripoli, where the saraj government is based. Haftar’s troops were able to advance to the gates of the city.

The resignation of diplomat salame, born in 1951, comes at a particularly critical time for the country and is another setback. The lebanese had taken over from german diplomat martin kobler in the summer of 2017. None of the mediators so far has succeeded in setting the north african civil war country on a course toward peace.

Salame also suffered repeated defeats. Last spring, for example, he planned a UN peace conference. But about a week earlier haftar ordered his offensive on tripoli. The peace conference never took place.

Instead, salame’s mission became increasingly difficult due to the growing interference of foreign powers. Hafar is supported, among others, by egypt, the united arab emirates (uae), saudi arabia, but also by russia. Sarradsch in turn receives help from turkey. The turkish president recep tayyip erdogan sent his own troops to the country at war with its citizens.

In recent weeks, diplomatic efforts to end the crisis have intensified. But even a conference with the international powers involved in berlin this january could not calm the situation. The arms embargo was lifted, but according to the UN, it is still being violated. UN secretary general antonio guterres explicitly named the UAE, agypt, russia and turkey and spoke of a scandal. EU announces monitoring mission to increase pressure on arms suppliers.

A ceasefire declared in the spring is very fragile. In addition, important participants, including representatives of the parliament in eastern libya, which is affiliated with haftar, did not attend the talks on a political solution to the conflict, which were pushed forward by salame and began last week in geneva.

For some time now, the federal government has been making increased efforts to mediate in the civil war. For germany, a solution to the conflict is of great importance, among other things, because the main refugee routes from africa to europe via the mediterranean passed through libya.

Bad kissingen wants to get to grips with summertime

"I am of the opinion that the project will not bear fruit for bad kissingen", he said. Fellow party member steffen hortler agreed: "i don’t think we should spend any money on it." Sigismund von dobschutz (freie wahler) warned that media attention could have a negative impact. "We run the risk of being ridiculed by the uninformed general public."

"I don’t see the risk in this first step", replied blankenburg. The idea must not be allowed to become a tabloid number. Wieden assured that the city will not incur any additional costs from the feasibility study, which he plans to present before the next committee meeting.

Ultimately, wieden and the oberburg mayor succeeded in winning a slim majority of the rate. The economic committee instructed the economic requester to conduct the study by a vote of seven to four. Wieden has until mid september to explore ways bad kissingen can lead the way in phasing out daylight saving time.

EU negotiator michel barnier urges uk to move toward post-brexit trade deal.

"We need tangible progress on all fronts, including open and fair conditions of competition," barnier wrote at the start of the third round of negotiations with british representatives. The federation of german industries (BDI) complained that progress to date has been totally inadequate.

Great britain left the EU at the end of january, but will still be part of the european single market and the customs union until the end of the year. But two rounds of negotiations since the beginning of march have brought little progress. Hemhofen- her 95. Emma zepf, nee kayl, celebrated her birthday with her two daughters on saturday at the senior citizens’ domicile haus heinrich in hemhofen. Mayor ludwig nagel (CSU) also came to congratulate her with a gift and a certificate.

Born in franzensbad

The jubilarian is 18 years old. July 1923 born in franzensbad as the youngest daughter of a railwayman. There she grew up and attended elementary and secondary school. She had another brother and a sister, but they are already deceased. Later she worked as a telephone operator for the railroad company.

In august 1944 she was married to her husband ernst zepf, a commercial employee – all still in franzensbad. In february 1946, the young family – a little daughter and her parents – were driven out of their homeland and landed first in bamberg. From there, the journey continued through many stations until the zepfs found a permanent place to stay in erlangen bruck. The marriage produced two daughters. Dorothea hartmann lives in erlangen and gisela nuwenhof lives in taunus.

Emma zepf is proud of her five grandchildren and nine great-grandchildren, who live far away, from erlangen to koln to canada, and therefore congratulated her only from afar.

Husband ernst died already in january 1996. From then on, the jubilarian lived alone, but with her daughter dorothea in the house, who always supported her when necessary.

As long as it was possible, she liked to approach, and very well and also liked knitting. For 18 months, she has now been living in a room in the senior citizens’ home, and in the meantime she has come to terms with life at home. "I like it now," says, DECLARES IT.

Outing with the family

The jubilarian wishes her health for the remaining years and that everyone will celebrate her 100th birthday. Returning on her birthday. "I lived a healthy life and liked to drink a glass of wine", she answers the question of how one gets so old.

Streitberg home manager still has a lot planned

Alexandra dauer from heinersreuth near bayreuth has been the home manager of the streitberger martin luther senior center, the frankische schweiz ebermannstadt senior center and the lindenhof dementia center in unterleinleiter for a year now. She often commutes back and forth between the three facilities, but her main office is in streitberg.

The 42-year-old psychologist says she has not regretted for a second that she applied for this job at the time. Her first day at work was just a rose monday. On this day, the carnival society "narrenkubel" from gobweinstein performed at the senior citizens' home in streitberg. The carnival medal that hangs on the bulletin board above dauer's desk still bears witness to this today.
"I'm actually a carnival buff. But it's quite remarkable what the guards achieve," says dauer, alexandra dauer remembers their appearance a good year ago.

Excellent cooperation
Dauer places great emphasis on the fact that she enjoys working with local organizations and associations. "Excellent" the cooperation with the political municipality of wiesenttal as well as with the protestant church congregation.

Alexandra dauer, who is married to a self-employed computer scientist, was previously the director of two facilities for the mentally ill in auerbach and konigstein in the upper palatinate. She found out about the vacancy as home manager of the diaconal organization bamberg-forchheim from the newspaper: "the internet presence already made a very good impression on me. I wanted to do something different for once and see something different."

A special light
Today dauer is the head of around 140 employees. She finds the "care oasis" project particularly exciting at the moment in the dementia center in unterleinleiter. Seven of the 41 residents live there in a room with "circadian light". "It's like daylight and has a beneficial effect on the psyche of people with advanced dementia, especially when it's gloomy outside," says alexandra dauer , explains dauer.

Every resident of the "care oasis but also has her own separate room. With the "care oasis the residents have also had to take fewer medications than before. "We will now also be one of the first facilities to participate in the federal ministry of health's de-bureaucratization project.", announces the home manager. The whole thing is scheduled to start in april or may of this year. A new and more concise documentation system is to be used for this project. It should save the caregivers time, which they can then spend on caring for the home's residents.

There are currently 77 residents in streitberg and 36 in ebermannsstadt. "It was a very good decision for me to accept this position. Also because the employees in all the houses do a great job", says dauer.

Schoner outlook
And that's another thing: "it's also a fantastic place to live and work", swarmt alexandra dauer. She points to her coarse office window with its beautiful view down into the meadow valley. "I was welcomed here in a very friendly, open and warm-hearted way", alexandra dauer is pleased. She knows that the goals can only be achieved by working together. That's why she doesn't take herself too seriously. One of her goals is not only to maintain the quality of the facilities, but also to keep improving it.

A heiber tip from expert karin petereder before the celebrity bike tour at the health days: "the more leisurely you ride, the more you are supported." The rehabilitation center’s grounds were crowded by large and small, foreign and local, many to listen to presentations on health topics, to get an impression of the facility, or to rent an electric bicycle (e-bike). Cycling with support was the focus this time.
Health and prevention have a higher priority than before. "Preserving health" and "restoring health the people are interested, as are the treatment possibilities. The health days last weekend provided an opportunity to find out more about the program. Many exhibitors, but also self-help groups were there, giving tips about products and services. Those who wanted to could have their blood sugar and blood pressure measured or test their reflexes on the reaction wall. The bavarian red cross was on hand with an ambulance and explained its technical capabilities to interested visitors. Fortunately, neither the BRK nor the local fire department had to become active because of emergencies. They had to fight with drivers who did not understand the overstretched parking situation on the mountain.
The patron of the event was anja weisgerber from the european parliament, who also gave the opening speech. She praised the rehabilitation and prevention center for its "innovative concepts"." The environment also contributes to recovery: "guests from near and far come to our beautiful rhon. At the same time, they were able to get to know the french hospitality." She pleaded for the EU to become active in cross-border coordination in the field of prevention. Although it is possible for europeans to use health services abroad, most of them prefer to be treated in their home country: "the reasons are the relationship of trust with the doctor, the proximity to the place of residence and language barriers", according to weisgerber. She praised the dual system of nurse training in germany. Trainees were integrated into the work process and were able to gain valuable experience for their future careers. In the dual system, theory and practice are very well balanced. She is committed to ensuring that in the future, too, education does not depend on school-leaving qualifications. She rejects the idea of high school graduation as a basic requirement for taking up a nursing profession, because: "enthusiasm for the profession is very important here." One advantage of europe is that research can take place across borders and that research results are immediately available in every country.
District administrator thomas bold said that the home region is the health care industry and trendsetter: "over 40 clinics in the bader region speak a clear language." Qualified providers for health care are located. Nevertheless, the shortage of skilled workers is also becoming more noticeable in the region, and this must be counteracted. People re-entering the profession must be given opportunities for qualification. In addition to vocational training, in-service qualifications had to be introduced.

At first sight there is nothing wrong with them. The five snub-nosed puppies scurry through the quarantine room, sniffing at the incoming visitors and not at all scared. But veterinarian joachim lessing does not hide the danger they were exposed to. "They had not survived the transport to belgium. They were lucky to be discovered in time", he says. The five little dogs that were taken in on saturday at the animal shelter on the brandenstein level were supposed to be transported from the czech republic to belgium in the trunk of a car – crammed into plastic mesh boxes. The police stopped the illegal transport of animals on the highway near werneck (schweinfurt district) and alerted the veterinary office at the schweinfurt district office.

Then everything happened very quickly – and it had to if the lives of the puppies, who were only a few months old, were to be saved. "The animal protection agency took the matter in hand and called animal shelters in the area", says sandra bauer, manager of the coburg facility. At 7 o'clock the vehicle with the dogs had been stopped, at 13 o'clock all the animals were already distributed. "We picked up the five puppies from the animal shelter in schwebheim. They were temporarily housed there."

Dogs were stressed
The four-and-a-half to five-and-a-half-week-old dogs were very stressed, but somewhat healthy. Probably four havanese – but it could also be chizu; it's impossible to tell at that age – and one cavalier king charles spaniel.

Yesterday, joachim lessing took a closer look at the little rakers. "We have to look first of all to see if they are contaminated by parasites", he explains, because the puppies are often born in eastern europe in pig pens or cattle pens under catastrophic conditions. And at this point the veterinarian is now really angry. "The female dogs are often kept only as throwing machines. And anyone who buys a young dog from such a litter is complicit," he says, he scolds.

"As a rule, havanese cost between 800 and 1000 euros", adds sand ra farmer. But the ones from the czech republic or poland can be bought for half the money. "This is only a short term saving, because these dogs often have high veterinary costs as a result."

Warning against the animal mafia
In the meantime, a veritable animal mafia has formed in belgium and the netherlands, which sells its "merchandise mostly from eastern europe, says joachim lessing. He also explicitly warns against buying dogs on markets in poland or the czech republic for example. The argument: "oh, I felt sorry for the animal" DON'T PAY. "It is not a good thing to do, especially with regard to the female dogs."

The two female rudds and small dogs that have now found a home at the coburg animal shelter are in good health. "Two have small scars on the navel. Probably an umbilical hernia was operated", the veterinarian states.

Five weeks of training
And they are lovingly cared for on the brandenstein level. Three already have a name: puppi, rudi and nele. Now they're getting socialized first. "We spend four to five weeks with them", says sandra bauer. That is, the puppies are practicing contact with people, learning what a garbage can is, what it means when a human carries a cane or umbrella, what to think of cars. "Things of everyday life." After eight weeks they are vaccinated. Only then they can be mediated. "So there's no point in asking about it right now", stresses sandra bauer and leaves the little ones in the care of animal keeper brigitte schildknecht. They already enjoy the trust of the small racers.
